RFP - Understanding Need and Amplifying What Works: Supporting the Development of a Mental Health Action Plan for Canada
The Commission is seeking a consultant to develop an environmental scan and roadmap for a national mental health action plan that focuses on amplifying the exemplary work that has been happening across the country since the launch of the 2012 Strategy.
Changing Directions, Changing Lives: The Mental Health Strategy for Canada (the Strategy), provides a comprehensive set of recommendations to improve the mental health system and outcomes across the country. It drew on the best available evidence and input from thousands of people across Canada to provide a blueprint for change, turning aspirations into reality.
Since the release of the strategy, there have been significant shifts in the mental health and substance use landscape. Increased awareness and research, as well as evolving population needs and changes in service delivery, have highlighted both progress made and persistent gaps across mental health systems of care.

The Government of Canada is seeking an exceptional leader to serve as Chair of the Board of Directors of the Mental Health Commission of Canada (MHCC).
The MHCC is a national catalyst for change, bringing together governments, people with lived and living experience, First Nation, Inuit, and Métis (FNIM) partners, healthcare leaders, researchers, employers, and communities to advance better mental health outcomes for everyone in Canada. Through collaboration, innovation, and evidence-informed leadership, the Commission has helped transform the national conversation on mental health while driving meaningful improvements across systems, workplaces, and communities.
As Board Chair, you will lead a distinguished Board of Directors in providing strategic governance, ensuring organizational excellence, and stewarding the Commission’s vision at a pivotal time for mental health in Canada. Working in partnership with the President and Chief Executive Officer (PCEO), you will foster a Board and organizational culture of integrity, inclusion, and accountability while supporting the MHCC’s continued national leadership and impact.
As the ideal candidate, you are a respected and collaborative leader with significant board governance experience and a demonstrated ability to build consensus among diverse partners, communities, and constituents. You bring strategic insight, sound judgment, and a deep appreciation for public purpose and commitment to Reconciliation. Experience working across charitable, government, healthcare, FNIM organizations, academia, business, and the not-for-profit sector will be valued, as will an understanding of Canada’s evolving mental health landscape. Conversational proficiency in English and French is required.
